Jimmy Carter, the United States’ longest-lived president, was never afraid of speaking his mind. Forthright and fearless, the Nobel Prize winner took pot-shots at former prime minister Tony Blair and ex-US president George W Bush among others. Away from encounters with belligerent bunnies, Mr Carter’s willingness to address politically uncomfortable topics did not diminish with age. He recently said that he would be willing to travel to North Korea for peace talks on behalf of US President Donald Trump. He also famously mounted a ferocious and personal attack on Tony Blair over the Iraq war, weeks before the prime minister left office in June 2007. Mr Carter, who had already denounced George W Bush’s presidency as “the worst in history”, used an interview on BBC radio to condemn Mr Blair for his tight relations with Mr Bush, particularly concerning the Iraq War. Asked how he would characterise Mr Blair’s relationship with Mr Bush, Mr Carter replied: “Abominable. Loyal, blind, apparently subservient. “I think that the almost undeviating support by Great Britain for the ill-advised policies of President Bush in Iraq have been a major tragedy for the world.” Mr Carter was also voluble over the Rhodesia crisis, which was about to end during his presidency. His support for Robert Mugabe at the time generated widespread criticism. He was said to have ignored the warnings of many prominent Zimbabweans, black and white, about what sort of leader Mugabe would be. This was seen by Mr Carter’s critics as “deserving a prominent place among the outrages of the Carter years”. Mr Carter has since said he and his administration had spent more effort and worry on Rhodesia than on the Middle East. He admitted he had supported two revolutionaries in Mugabe and Joshua Nkomo, and with hindsight said later that Mugabe had been “a good leader gone bad”, having at first been “a very enlightened president”. One US commentator wrote: “History will not look kindly on those in the West who insisted on bringing the avowed Marxist Mugabe into the government. “In particular, the Jimmy Carter foreign policy... bears some responsibility for the fate of a small African country with scant connection to American national interests.” In recent years Mr Carter developed a reputation as an international peace negotiator. He won the Nobel Peace Prize in 2002 for his commitment to finding peaceful solutions to international conflicts, his work with human rights and democracy initiatives, and his promotion of economic and social programmes. Mr Carter was dispatched to North Korea in August 2008 to secure the release of US citizen Aijalon Mahli Gomes, who had been sentenced to eight years of hard labour after being found guilty of illegally entering North Korea. He successfully secured the release of Mr Gomes. In 2010 he returned to the White House to greet President Barack Obama and discuss international affairs amid rising tensions on the Korean peninsula. Proving politics runs in the family, in 2013 his grandson Jason, a state senator, announced his bid to become governor in Georgia, where his famous grandfather governed before becoming president. He eventually lost to incumbent Republican Nathan Deal. Fears that Mr Carter’s health was deteriorating were sparked in 2015 when he cut short an election observation visit in Guyana because he was “not feeling well”. It would have been Mr Carter’s 39th trip to personally observe an international election. Three months later, on August 12, he revealed he had cancer which had been diagnosed after he underwent surgery to remove a small mass in his liver. Mr Obama was among the well-wishers hoping for Mr Carter’s full recovery after it was confirmed the cancer had spread widely. Melanoma had been found in his brain and liver, and Mr Carter underwent immunotherapy and radiation therapy, before announcing in March the following year that he no longer needed any treatment. In 2017, Mr Carter was taken to hospital as a precaution, after he became dehydrated at a home-building project in Canada. He was admitted to hospital on multiple occasions in 2019 having had a series of falls, suffering a brain bleed and a broken pelvis, as well as a stint to be treated for a urinary tract infection. Mr Carter spent much of the coronavirus pandemic largely at his home in Georgia, and did not attend Joe Biden’s presidential inauguration in 2021, but extended his “best wishes”. Former first lady Rosalynn Carter, the closest adviser to Mr Carter during his term as US president, died in November 2023. She had been living with dementia and suffering many months of declining health. “Rosalynn was my equal partner in everything I ever accomplished,” Mr Carter said in a statement following her death. “She gave me wise guidance and encouragement when I needed it. They say of the Neural Information Processing Systems conference say the US$10,000 award will be handed out at the event each year. It will be given to teams of two or more researchers under the age of 40 who write a paper proposing a novel theory of how the brain works. The award will be named the Sejnowski-Hinton Prize after computational neurobiologist Terry Sejnowski and AI pioneer Hinton. Hinton received the Nobel for physics along with computer scientist John Hopfield earlier this week in Stockholm. He claimed a “particular narrative” about the former ruler of Mysore has been advanced over the years. In his address at the launch of the book ‘Tipu Sultan: The Saga of Mysore Interregnum 1761-1799’ here, Jaishankar said there are some basic questions that “confront us all” today as to how much of “our past has been airbrushed”, how awkward issues have been “glossed over” and how “facts are tailored for regime convenience”. The book has been written by historian Vikram Sampath. The external affairs minister said, “In the last decade, the changes in our political dispensation have encouraged the emergence of alternative perspectives and balanced accounts.” “We are no longer prisoners of a vote bank, nor is it politically incorrect to bring out inconvenient truths. There are many more subjects on which the same degree of objectivity is needed,” he said. The minister said open-minded scholarship and a genuine debate are central to “our evolution as a pluralistic society and vibrant democracy”. Jaishankar underlined that Tipu Sultan is a “complex figure” in Indian history. “On one hand, he has a reputation as a key figure who resisted the imposition of British colonial control over India. It is a fact that his defeat and death can be considered a turning point when it came to the fate of peninsular India. At the same time, he evokes strong adverse sentiments, even today, in many regions, by some in Mysore itself, in Coorg and Malabar,” he said. These are basic questions which confront us all today,” he said. Jaishankar said that as a “product myself of an institution” that was at the centre of these “politically driven endeavours”, he could well appreciate the need to present an “actual representation” of history. There can be no doubt that Tipu Sultan was fiercely and almost consistently anti-British. But how much of it was inherent and how much a result of their allying with his local rivals, that is difficult to distinguish, he posited. To counter British ambitions, Tipu Sultan had no hesitation in collaborating with the French and that makes a “straightforward anti-foreign narrative” very difficult to assert, he said. Jaishankar also touched on the foreign policy aspect of Tipu Sultan. At various points he reached out to the rulers of Turkey, Afghanistan and Persia for faith-based support, he said, adding perhaps the truth is that “the sense of nationhood, all of us have now, was simply not there then”. “When identities and awareness were so different at that time, force-fitting them into a contemporary construct seems more than a little challengeable,” the minister added. But, more touchy are a set of related issues about Tipu’s treatment of his people and those of neighbouring kingdoms, he said. There are Tipu’s writings, communications and actions that “attest to his mindset”. Even his diplomatic activities reflected his faith and identity in the strongest terms, Jaishankar said. “The author, in my view has been sensible in opening them up all to daylight,” he said. “After all, nothing is more revealing than the self-description of rulers, the nature of their orders and the content of their conversations. Undoubtedly there will also be policies and incidents of contradictory nature.” This larger assessment of Tipu’s character has to get that “balance right”, the minister said. Jaishankar said, “From the diplomatic world, I am most struck and grateful for the information and insights provided in this volume about Tipu’s foreign policy.” In India, people have tended to study mainly post-Independence foreign policies, he said, adding “who knows, perhaps this too was a conscious choice”. The fact is that many of the kingdoms and states in India forayed into international affairs in previous centuries in pursuance of their particular interests. And some continued to do so even till Independence, he asserted. Jaishankar said the interaction of Tipu’s emissary with their French and Turkish counterparts is fascinating, adding that Tipu’s expectations from his foreign partners and the incentive he offers them “tells us something about his mindset”. “There are lessons about the importance of accurately understanding global developments. On crucial occasions, Tipu was actually caught on the wrong side of the events in France,” he said. Jaishankar said that he got to know from the book that French emperor Napoleon had written to Tipu Sultan. But he never got those letters, he said. “Ironically, the British as is their habit, stole many things.” Ironically, Tipu’s fate was decided largely by diplomacy since the British created such an all-encompassing coalition. A second phase later this year will expand the content available for users. “York Factory came to Vincent Design in December last year and had this idea, a very loose idea, for an app they wanted for language learning,” said Jordan Dysart, software developer for Vincent Design Inc., an Indigenous-led Winnipeg design creative agency. In the following months the groups met and gathered information and resources to be used in the platform. “The intention with this language app is we really wanted to tie the app and experience to the community, and in this is their work,” said Dysart. “We want to highlight them as a community. York Factory Language Committee is trying to inspire youth and language learners to continue on and provide tools so that it makes it more accessible to learn about history, culture, local stories, and landmarks.” Dysart said each area throughout the western communities that speak Cree have “slight differences” in their dialect. When users launch the app, they will be presented with an illustration of a map which represents the community. Important landmarks and cultural gathering sites throughout the community are highlighted including an explanation or an image with a Cree title and a Cree word describing it. There is also an option for users to play an audio file of the words. The app’s Learning Path takes users through eight modules of lessons that introduce basic grammar and phrases in the context of cultural traditions including spring goose camp, winter carnival and sewing. “(Then) you can explore some of the other features that we’ve created,” Dysart said. “One where you can learn these curated progressions ... in full on phrases of the Cree language. The next category of that learning chapter is something that goes and pulls translations directly from the dictionary that we have saved on the device and it pulls and shuffles a certain amount of words directly from the dictionary.” These words can be chosen by selecting the user’s skill level. And then, if they want to use them again, they can choose to use the audio files to hear the words. Dysart explained these options offer a more diverse learning experience aside from just reading the words. “They can use the audio recognition as well (to test their progress),” he added. The Syllabics section of the app provides users with audio, recorded by the committee, that explains each symbol’s meaning. In addition, Inineemowin provides local Knowledge Keeper’s stories, children’s stories, community stories and historical photographs. Dysart used his own Cree heritage and prior experience with language revitalization initiatives to provide a unique fusion of tradition and technology for the app. His personal connection to the work made the development of the Indigenous language learning app a significant milestone for Vincent Design Inc. “This is an area that’s very important to me,” Dysart said. “I’m a Cree man from northern Manitoba, very close to York Factory. Health providers in Canada have expressed concern in the weeks leading up to Christmas and the New Year that the country’s overburdened healthcare system could see a dangerous surge in the number of patients in emergency rooms, encouraging prospective patients to exhaust other available options before going to hospitals. The holidays approach following the publication of reports this month that wait times to see doctors in Canada, particularly specialists, are longer than even in the modern history of the country, and thousands of Canadians are dying on waitlists for life-saving medical interventions. Canada boasts a public universal healthcare system, a socialist program in which the government uses taxpayers’ dollars to pay for most services, and every Canadian is covered under the universal system. Canadian patients have long suffered, sometimes deadly, wait times for necessary care, as well as access to substandard services and minimal alternatives to the care the government proscribes. A person in the waiting room might cite the lack of a family doctor. The demand is simply too great.” Maskalyk advised, in the long term, “radical health care reform.” In the short term, he suggested Canadians should try other avenues of service besides the emergency room if possible. “If your problem is not an emergency but still timely, consider your family physician but also walk-in clinics, urgent-care centres or the increasing number of virtual options. Some pharmacists are also trained to prescribe for straightforward conditions,” he noted. CLEVELAND (AP) — Even after leaving Cleveland, Carlos Santana remained a fan favorite and was warmly welcomed back as a visitor. He's home again. Santana signed a one-year, $12 million contract and returned Monday for his third stint with the Guardians, who have an opening at first base after the AL Central champions Santana can earn an additional $1.2 million in bonuses for plate appearances: $200,000 for 500 and each additional 25 through 650. The 38-year-old Santana spent last season with Minnesota, batting .238 with 23 homers and 71 RBIs in 150 games. Enchanted tourists stop to photograph the troop crossing the road. Locals are less impressed: it’s a daily scene in the charming village nestled between the Atlantic Ocean and Table Mountain National Park. About 500 chacma baboons — among the largest monkey species and weighing up to 40 kg — roam the peninsula south of Cape Town, says the South African National Biodiversity Institute. And as human development pushes up the mountain into their natural habitat, the animals are increasingly entering plush properties to forage in gardens and take the pickings from the bins. Some manage to sneak into houses where they can wreak havoc. Many locals are fond of the creatures, giving them pet names and following their daily adventures on social media. But others are increasingly frustrated. “They’ve become so bold now. They’re more domesticated than they should be,” said Duncan Low, 60, who runs an ice cream shop. It was finding out that the much-hyped medications didn’t really work for her. “I have been on Wegovy for a year and a half and have only lost 13 pounds,” said Griffin, who watches her diet, drinks plenty of water and exercises regularly. “I’ve done everything right with no success. It’s discouraging.” In clinical trials, most participants taking Wegovy or Mounjaro to treat obesity lost an average of 15% to 22% of their body weight — up to 50 pounds or more in many cases. But roughly 10% to 15% of patients in those trials were “nonresponders” who lost less than 5% of their body weight. Now that millions of people have used the drugs, several obesity experts told The Associated Press that perhaps 20% of patients — as many as 1 in 5 — may not respond well to the medications. It’s usually clear within weeks whether someone will respond to the drugs, said Dr. Jody Dushay, an endocrine specialist at Beth Israel Deaconess Medical Center. Weight loss typically begins right away and continues as the dosage increases. For some patients, that just doesn't happen. For others, side effects such as nausea, vomiting and diarrhea force them to halt the medications, Dushay said. In such situations, patients who were counting on the new drugs to pare pounds may think they’re out of options. “I tell them: It's not game over,” Dushay said. Trying a different version of the new class of drugs may help. Griffin, who didn't respond well to Wegovy, has started using Zepbound, which targets an additional hormone pathway in the body. After three months of using the drug, she has lost 7 pounds. “I'm hoping it's slow and steady,” she said. Other people respond well to older drugs, the experts said. Changing diet, exercise, sleep and stress habits can also have profound effects.
